NKK to Participate in RDF-Based Power

NKK will manage the Fukuyama Recycled Power Generation project, which utilizes refuse-derived fuel (RDF) burned in a gasification melting furnace to generate electricity.
Capitalized at ¥1.6 billion, Fukuyama Recycled Power Generation Co. has been established specifically for this private finance initiative (PFI) project. NKK holds a 33.75% stake, with Senior Vice President Toshio Koshihara serving as president of the new enterprise. Other shareholders include Hiroshima Prefecture (25%), Fukuyama City (16.25%), Hiroshima Environmental Public Corporation (16.06%) and 15 other municipalities (8.94%).
As both EPC (engineering, procurement and construction) and operation and maintenance contractor, NKK will be responsible for building, operating and maintaining the entire plant facilities, including the gasification melting furnace that burns RDF. This is the first time for NKK to manage a PFI thermal-recycling power generation project.
Municipal waste collected from the 16 participating cities and towns in Hiroshima Prefecture will be processed into RDF at seven RDF production plants. The RDF will then undergo treatment at the high-temperature gasification melting furnace to be built in Fukuyama, recovering waste heat for use as a power source.
This new facility is the sixth gasification melting and thermal-recycling power generation plant built by NKK. It will be capable of burning 314 tons of RDF per day--the largest capacity in the world for a single furnace--generating 20,020kW of electricity.
The seven RDF production plants and the power generation plant are the key elements in the wide-area waste disposal and recycling plan initiated by Hiroshima Prefecture.
Part of the power generated will be supplied to the RDF production plant being built in Fukuyama by NKK, while a small amount will be used internally. All other power will be sold to Chugoku Electric Power Co. Beginning in April 2004, the project will run for 15 years.
